The tunnels date from the 1890s. They were originally used to transport goods from the Willamette River docks to downtown businesses, avoiding street traffic.
It is said that the tunnels were also used to “shanghai” men. Men were drugged and kidnapped before being sold for forced labor on ships. Shanghaiing was said to be common in Portland at that time.
During Prohibition, the tunnels served as storage for alcohol. They were also used as an escape route for illegal gambling establishments, brothels and opium dens.
The tunnels were closed during World War II. Remnants of the tunnels are now used mainly for storage under businesses per Travel Portland and Legends of America.
